The retiree; means someone who leaves their job, either willing, incapacity, or age when he/she can get a pension. In Tanzania according to public services retirement benefit act of 1999 the age of voluntary retirement from Service is fifty five years. an officer who attains the age of fifty five years may at any time thereafter opt to retire but an officer who does not so opt shall continue in office in the Service on pensionable terms until he/she attains the age of sixty years which is the age of compulsory retirement.

ILO defines social security as protection that the society should provide for its members through a series of public measures against social  and economic distress, which otherwise would have been caused by sudden stoppage or substantial reduction of an income, accruing from specific contingencies such as sickness, workplace injury, maternity, invalidity, disability, old age and death[1].

Today, most of old age people who served in public and private sector is dependent on the terminal benefits as their major source of income after retiring from public Services, so they need it urgently and should be paid on time without unnecessary delays.

Due to increase, high youth unemployment (accounting for 33% of the unemployed),[2] the number of dependents have increased proportionally to the rate of unemployment therefore this mean that the pension of retiree is competed among the dependent contrary to purpose of which it intended to do, never the less the rate of inflation has been in increasing rate of which erode the value of the Pension
Therefore most of the retirees live extremely poverty after the retirement age, most of them stay idle with nothing to do ,a thing which increase the difficult of life and accelerate their death.
ETA believes that social security is strong and play its role as defined by ILO, but the problem arise among the retirees them self ,are the retirees prepared before the retirement age ?  Do they have enough asset to generate enough income for their lives and dependents? Are they prepared to undertake entrepreneurial activities or do they have entrepreneurial skills? Well all these question is ETA focus to find answers .it is true that most of the retiree are not prepared for the income generating activities after the retirement, they do not have entrepreneurial skills.
